Yes. Time Based Trigger can be used. There are two scheduled types of Time Based Triggers - Simple or CRON based.

Assume that, for a bank if the the number of transaction which exceeded the limit of 1 lakh has to be reported on daily basis, a human effort will be required to generate the report and send it via E-Mail.
EVA bot in sync with your process can do this task easily on daily basis and even on demand.
The time trigger will send me mail regularly. And email trigger can send you report on-demand.
