Restrict creating of Applications

Can I restrict creation of Applications?

My current RPA instance has been cluttered by lot of Applications created by individual users.
Is there a way I can restrict creation of Applications and give this right on request basis or to certain users with a specfic role?

There is no access control specific to Application Creation
